The headlines of the Los Angeles Daily News for July 7, caught my eyes entitled, "Voting System In Jeopardy," and I deemed it worthy of placing it out as a public service for the benefit of our nation. Ironically, I had just previously watched a full one hour and 20 minute film documentary on how our elections in this country are being rigged by use of voting machines, when I saw the below article.

 

The video is entitled "Hacking America," and it is a very powerful documentary presentation well worth everyone watching. Knowing that not everyone will set this amount of time aside to watch this video in full, I will apprise you of a high point you would see. You may scoot the slide bar over to the last fifteen minutes of the documentary in which an actual government election official charged with keeping elections honest, agreed to participate in an experiment to test if an election could be rigged before his eyes in which he would have naturally certified the election to be honest.

 

Racks and racks of official election machines were all listed by their identification number on a slip of paper and placed in a glass fish bowl. A candidate blindly drew out an identification number. This was to prove that the particular election machine used was the standard machine used in elections, and was not pre-tampered with to the test.

 

Next, the official turned on the machine and explained each step that is taken in every election. He placed in the election recording card handed to him by the computer programmer, and the official tested the recording card to prove that it was legitimate and untampered with. It showed that the card was set at zero by an official print out slip. There were eight people present in the room who participated as the voters. The question presented to these voters was, "Do you believe that a vote can be rigged by a tested election card?" Two people voted yes, and six voted no. The official placed into the machine a sheet to officially close the election and tabulate the vote results. The machine printed out the official results of the election, and it showed that seven people voted in favor that the voting card could change the election, and only one voted that it could not.

 

The government official was shocked at the results, but proceeded to test the integrity of the vote and the voting machine. To his amazement, his test showed that the vote was an honest election. There was absolutely no evidence in any manner that the election was anything but entirely honest, yet he personally knew that it was not. This video may be seen at:

For those who may not be aware, J.A.I.L. appeared on the South Dakota State Ballot this last year (2006) seeking judicial accountability for judges. There was not one government official in the state that identified themselves in favor of this judicial accountability. As we entered the election season, polls were as high as four to one in favor of the judicial accountability. J.A.I.L. held the lead all the way through the election period, but on the day of election the results was 89% against, and only 11% for judicial accountability. Thereafter, Tom Barnet, the director of the South Dakota Bar who directed the opposition in South Dakota, appeared before the Florida Bar where he boasted how he pulled it off in South Dakota, and advised the lawyers to do the same in Florida should J.A.I.L. appear there on the ballot.  www.jail4judges.org/JNJ_Library/2007/2007-02-08.html

Key part of L.A. County operation may be decertified due to delay

SACRAMENTO - California's secretary of state is considering decertifying an "essential" new part of Los Angeles County's voting system because a vendor missed a deadline to provide key information about it.

Decertification would be a blow to the Golden State's largest county, leaving it struggling to comply with federal regulations for the state's first February presidential primary.

Secretary of State Debra Bowen said the action comes as her office reviews voting systems statewide, and the vendor repeatedly refused to provide the source code for software used in Los Angeles County's InkaVote Plus system. ....

According to Bowen's office, vendors throughout the state were informed March 26 about the pending review and told they had 30 days to provide the necessary software and equipment.

The review involves hiring a team of computer experts to try to hack into the systems, exploit vulnerabilities and find any potential flaws or errors.

Some vendors were given additional time, but it was not until June 26 - after repeated requests and an unusual effort to circumvent the company by obtaining the source code from a third-party escrow company - that ES&S complied, Bowen's office said.

By then, it was too late for the review, which is supposed to conclude in two weeks.

Deputy Secretary of State Lowell Finley said there also are discrepancies between the software version number held by the escrow company, and the version that was certified by McPherson last year.

If the software was updated since the certification process without notifying the state, that could be a potential violation of state Election Code, he said.

Finley, in a recent letter to the company, said Bowen's office still intends to review the InkaVote Plus system, but it is likely to be more expensive and difficult because it could involve reassembling the outside team conducting the current review.

If the Secretary of State's Office does not move to decertify the system, it could instead require Los Angeles County to take additional precautions when tallying votes next year - including using more manual recounting or installing new security measures.

Agreement reached

At the same time this dispute is brewing, the county and Bowen's office recently reached an agreement that a separate element of the county's system will not be subject to the top-to-bottom review.

The county uses an aging Microcomputer Tally System in its central headquarters to count votes that have been cast at thousands of precincts.

That system is due to be replaced next year by a GEMS II system made by Diebold. Bowen's office and the Board of Supervisors recently signed an agreement that the equipment and software for MTS does not have to be submitted for the review.

GEMS II has been submitted to the normal state certification process, which will now be as rigorous as the pending top-to-bottom review.

If GEMS II is not certified or otherwise not ready in time for the Feb. 5 primary, Bowen has agreed that the county can continue to use MTS, even though it has not been subject to the top-to-bottom review.

Ironically, I had just previously watched a full one hour and 20 minute film documentary on how our elections in this country are being rigged by use of voting machines, when I saw the below article.

 

The video is entitled "Hacking America," and it is a very powerful documentary presentation well worth everyone watching. Knowing that not everyone will set this amount of time aside to watch this video in full, I will apprise you of a high point you would see. You may scoot the slide bar over to the last fifteen minutes of the documentary in which an actual government election official charged with keeping elections honest, agreed to participate in an experiment to test if an election could be rigged before his eyes in which he would have naturally certified the election to be honest.
